‘Horror on the street’ and ‘Fears grow over shortages’
The Daily Telegraph reports that the NHS is to "ration" hospital referrals as part of efforts by the government to cut waiting lists. GPs have apparently been ordered to consult on at least a quarter of their referrals rather than sending people to hospital. Experts fear the move will be "awful" for patients.
An NHS spokesperson has told the paper the approach will help support clinical decision-making. The Department for Health said it expected regulators to crack down on private clinics that prescribed without the prior research required. Photographs of three children who were killed on the opening day of the US-Israeli war on Iran feature on the front page of the Guardian.

Brussels is said to be resisting Britain's demands for a "hard limit" on the number of young people who can take part. The Financial Times says the EU has offered an "emergency brake" to control any surge in numbers. "Broken-in Britain" is the Sun's headline as it says police failed to solve 92% of burglaries in Britain last year.
Experts argue that break-ins have become "effectively decriminalised". The Home Office is quoted as saying its recently announced policing reforms will allow local forces to focus on crimes such as burglary. Sign up for our morning newsletter and get BBC News in your inbox.
