Controversy Over Security Clearance

Sir Keir Starmer returned to the Commons to address the controversy surrounding his decision to appoint Lord Mandelson as US ambassador. The appointment, finalized in February 2025, sparked debate after it was revealed that the peer received security clearance in January of that year. This clearance was granted despite concerns raised by officials who conducted the vetting process.

The repeated failure to divulge the result of Lord Mandelson’s vetting process was “incredible”, “staggering” and “astonishing,” the prime minister said.

Accusations of Information Withholding

Starmer criticized the Foreign Office for not informing him about the vetting concerns at the time of the appointment. He pointed out missed opportunities to update him, including during a review by the UK’s former top civil servant. The prime minister emphasized that the department’s officials should have shared the vetting recommendation with him.

“He took the view this process did not allow him to disclose to me the recommendation,” the prime minister said, whilst adding that he “should have provided this information to me.”

Revisiting the Vetting Process

Starmer confirmed that Lord Mandelson had access to classified materials during his tenure in Washington. He announced a review of security concerns raised during the ambassador’s time in office, to be handled by the Government Security Group. This initiative is separate from another ongoing review by Sir Adrian Fulford, examining the broader national security vetting system.

Political Implications of the Claims

Opposition parties allege that Starmer misled Parliament last year by stating “full due process” had been followed in Mandelson’s appointment. The prime minister dismissed this, insisting he did not mislead the House. He acknowledged the need for more transparency but maintained his stance on the process being complete.
