Meanwhile, the incident occurs as Haiti grapples with widespread gang violence, which has paralyzed significant portions of the nation. Citadelle Laferriere, situated near the northern port of Cap-Haitien, remains a key tourist destination. With Port-au-Prince facing instability, Cap-Haitien now functions as the primary link to international access.
