Three Kosovo Serbs Jailed Over Deadly Gun Battle and Monastery Siege

Convictions in the Banjska Incident

In a recent ruling, a Kosovo court sentenced two Kosovo Serbs to life in prison and a third to 30 years for their roles in a “terrorist” assault that unfolded in September 2023. The attack, which has become known as the Banjska incident, was described by prosecutors as a severe threat to Kosovo’s constitutional framework and national security. While 45 individuals were charged, most are believed to reside in Serbia and may not be extradited.

The Attack’s Origins and Aftermath

The violence erupted when police intervened at a truck blockade on a bridge in northern Kosovo on the early morning of 24 September. A group of around 30 men, later identified as Kosovo Serbs, opened fire on officers, killing one and wounding two. The assailants then fled to a 14th-century Serbian Orthodox monastery nearby, forcing their way inside and sealing the doors. The siege alarmed Serbian pilgrims from Novi Sad, who were visiting the site.

Escalation and Escape

Gunfire persisted for hours, resulting in the deaths of three attackers. By late afternoon, Kosovo police special forces took control of the monastery, yet the remaining members of the group vanished despite being surrounded. The self-proclaimed leader of the operation, Milan Radoičić, a Kosovo Serb politician, surfaced in Serbia shortly after, claiming personal responsibility for organizing the attack. He has not been charged in Serbia, though an Interpol warrant restricts his movements.

Political Tensions and Allegations

Kosovo authorities linked Radoičić to Serbia’s government, arguing that his connections to the ruling Progressive Party of President Aleksandar Vučić provided official backing for the assault. Radoičić, however, denied prior knowledge of his plans, asserting independence from Belgrade. Kosovo’s acting President Albulena Haxhiu praised the verdict, stating,

“This is proof that the attack on the Kosovo police, on the constitutional order and on the security of our country will not remain unpunished.”

Strained Relations and Unresolved Questions

The Banjska incident occurred amid already tenuous relations between Kosovo and Serbia. Since the unilateral declaration of independence in 2008, the two nations have struggled with border disputes and governance issues. The convictions are unlikely to mend these tensions, as Kosovo’s Interior Minister Xhelal Sveçla emphasized,

“It remains for Serbia to be held accountable for its political, financial and logistical role in this aggression.”

Despite the arrests, key questions linger about the attack’s true objectives. Kosovo officials accuse Serbia of orchestrating the assault to annex a majority-Serb region, while the Serbian government denies involvement. The incident has deepened the rift between the two entities, with EU-led normalization talks remaining stalled. The monastery siege stands as a stark reminder of the ongoing conflict over Kosovo’s sovereignty.
